I was thinking about this question posed by the Ravenclaw Door, and realised that it’s not just similar in structure to the real-life question it was drawn from, but also in answer: “It depends who you ask.”

“Which came first, the chicken or the egg?” is more a question of belief. An atheist is likely to say “The egg, laid by something almost a chicken.” A theist is likely to say “The chicken, put there by a god.”

Similarly, an absense of flame in the world implies the phoenix either created the flame or brought the flame from elsewhere, and hence should be regarded highly as something that allowed humanity to grow and prosper. Whereas the flame coming first implies that the phoenix was created from flame, perhaps as a result of magic conducted by humans, and the relationship between human and phoenix is quite the opposite.
