i don't know if its "genshin impact over designing" as much as its that the outfit is heavily inspired by traditional Chinese clothing. of course my understanding is limited but a lot of traditional masculine clothing in china (especially that of royalty or upper nobility) uses a lot of colors and patters and fancy fabrics. and also i know its for the purpose of the joke but the illustration also over exaggerated the size and amount of details in his outfit. its not that details or busy in the actual design. i don't know, i don't mean to sound like a jerk or anything but the conflating of a chinese company's hyperdetailed designs and a character inspired by tradition chinese clothing being depicted as "over-designing" or "too much" just personally struck me as odd
