Mok is smart. He knows that Rome asking him to leave was not because he did not love him anymore or because he does not want Mok around him. He knows the dangers that come with being the heir/leader of ARSENI so it is obvious that Rome is trying to keep him safe.
The only reason why he's confused and hurt is because he thought they were a team. He believed their love was strong enough to face the obstacles of life. He had always assured Rome that he would be by his side, no matter what happens.
But now Rome thinks it is better if they are away from each other. Mok would be safer that way. And that's what hurts Mok. Because it makes him think Rome does not trust his abilities to keep himself and Rome safe. That Rome thinks it would be a burden to have Mok around. That Rome doubts his skills and expertise and is treating him like something fragile that has to be locked in a shelf. That is what is confusing to Mok.
Even though you could just leave me? That thought has never crossed my mind.

I gotta say I really related to Ko here. I remember approaching the end of year 12 and seeing everyone around me being sure of what they're going to do next, who they wanted to be, except me. It was like everyone had a map that I never got. It felt really isolating at the time.
