If you develop bpd, you dont just magically get it overnight at 18 because that is when your brain is
'developed' and that is also the age where its more commonly allowed to be diagnosed.

adolescence! For example, women who have gone undiagnosed autistic have a slightly higher chance of developing BPD because of the social trauma that being undiagnosed gives you!! Lots of people who have developed bpd have experienced child neglect, sexual trauma, abuse and other stuff that creates a fear of abandonment and changes your brain chemistry!
So YES, if, when you were younger, you experienced child abuse, sexual abuse etc, and you end up developing bpd...those symptoms will very likely start showing when you under 18 but become more noticeable arounddd 18!! i started showing symptoms when i was about 13!!
