it also assumes no prior coding experience (I mean no experience - step 4 of lesson 1 is 'find the text file you just made')

Genuinely if you can read you can make a web page. You can learn this.
Another resource is Khan Academy (yeah, the math web site). They have a good html and css course.
Neocities will give you quality free hosting.
Unfortunately it's no longer really viable to set up an apache server on your old computer and host yourself, you really can't get a static IP on your home internet.
