Marina Ismail unifies Azadistan via religion but is herself an atheist. Ribbons Almark is a secret centuries-old robot who is aiding the plan via corruption of key officials. Veda institutes UBI and is secretly controlling all of the Earth's production according to a rational, central plan.
Early Heinlein: the novel is called Why the A-Laws Were Right and concerns the necessity of ending national wars by empowering the UN with orbital solar weapons. The A-Laws don't require oversight because they're a quasi-religious order of soldier-engineers who are simply incapable of the horrors of previous military and police organisations. Setsuna F. Seiei remains the perfect protagonist but never has his idealistic faith in the earth federation shaken. His desire to suppress his personal identity and totally merge with his Big Robot is written in bizarrely erotic terms.
Mid-period Heinlein: the rise of solar power and collapse of oil exports leads to land in Azadistan becoming very cheap. A series of experimental communes are established there promoting the three Ps: Pacifism, Polyamory, and Psychic Transcendence. The UN is dissolved via a global consciousness raising sex magick ritual. Setsuna releases a pamphlet entitled The Ethics of Vegan Cannibalism. Allelujah develops several additional personalities and writes a technical plan for inducing plurality which gains many practitioners. Tieria changes gender multiple times but this isn't considered particularly remarkable and draws few comments. Marina Ismail finds God and He tells her to pivot Azadistan's economy to tourism and open a chain of palatial casinos.
A. E. van Vogt: To secure individual liberties and avoid the destruction of difference by mob violence (the tragedy of democracy) it is necessary to place humanity under the heel of a psychic dictatorship led by Ribbons Almark and a hypnotised super-soldier corps. The plot follows Tieria as a Totally Normal Human who, through being outcast from human society and having various misadventures among the yokels of midwest America, comes to realise they are the same sort of superbeing as Ribbons and comes to sympathise totally with their plan. At the climax of the novel Tieria helps Ribbons prevent a coup by a populist demagogue. Ribbons gives a speech justifying their total hypnotic surveillance of the populace and, whenever someone points out that this plan and all events of the novel make no sense, responds 'tch. Clearly you're an aristotelian throwback who doesn't understand the true power of non-linear thinking.' The back page includes an advert for Dianetics.
Arthur C. Clarke: a 100-page non-fiction book on the technical beauty, economic benefits, and dharmic religious significance of Space Elevators (the spokes in the wheel, as it were) that may or may not have been sponsored by the Sri Lankan Government.
