The question is why the fuck is a thirty year old hanging out with a 13 year old if not in their family?? The only other relation that could have them interact is through teacher/student and bring friends like that would be weird as fuck

Other options of who people interact with: Neighbors, friends of family members, family members of friends, adult works or volunteers at a place they frequently visit, or the adult frequents same place.

Some common places they could have met: library, hobby store, animal shelter, community center

In some ways, for them to be best friends is honestly more sad than weird. Being unable to connect with your own peers enough that you can’t consider one of them your best friend (or maybe even a friend at all) is lonely
