It's funny when people see Team Rocket as a mafia while seeing the Rust Syndicate as a Yakuza...becuase in the original Japanese games, Team Rocket was 100% modeled after a Yakuza. Giovanni only has an Italian name in the English translation because everyone was still doing that whole "give all the Japanese characters western names" thing. Team Rocket's uniforms are even modeled after Bōsōzoku uniforms. Great video on the sibject, here.

So basically...

He tells everyone initially who is not in his 'in' group the good bye of 'adieu'. The finite good bye. The one where one says 'this conversation is over, good-bye' . The one which is, to my understanding, meant to be stated where a conversation is entirely at its end and they will likely never meet again.

But in ZA, he says 'au revoir', the more open-ended good bye. The 'may we perhaps meet again' good bye. He calls the protagonist 'friend'. He keeps it open, friendly. I just...
