Why use prex terminology?
Prex terminology is a way to give a quick name to forms of self expression without labeling them as masculine or feminine.
Why is wearing a dress inherently girly? What does it really mean if someone is feminine or masculine presenting? Is it their fashion? Their behavior? Their body?
The terms "masculine" and "feminine" are problematic, not only morally, but linguistically. Everyone has a different idea of what they should look like, especially with the variance of cultures, time periods, and cliques.
Prex terminology gives names to attributes that may be classified as masculine or feminine. It normalizes self expression without associating with gendered expectations. They are quick and easy to understand and coin with their basic naming scheme.
Anyone can use prex terminology. It is not inherently queer, but it is curated through queer ideology. You also do not have to use prex flags if you don't want to.

The point of prex terminology is to omit gender when talking about self expression. I will ignore anything that breaks this one basic rule. That being said, you could absolutely call yourself a [thing]-prex boy/girl or even come up with a flag for something like that, but the prex terms themselves should NEVER be associated with gender.
