In the Angelic Legion, who do you think is the most scummiest and least scummiest member(s)?

Depends on how you define scummy!

Lightning does a lot of scummy stuff and doesn't care about sticking to purely conventional means when chasing an objective. We see as much when he pressed Rin's and Yukio's family at the monastery for information, and we know how that went. He's not above taking hostages or utilizing teenagers in battle or making them sign demon contracts that could kill them if he thinks it will give them an edge against the Illuminati.

Still, I like how upfront he is about his scumminess! And he's funny. We end up seeing many of Lightning's good traits and understand him better through his relationships with characters like Bon and Osceola. On top of that I don't think Lightning would be cruel for the sake of cruelty. He does cruel things for results, which is a slippery slope but exactly why he wants someone like Bon to keep him from veering too far off the rails (hell of a responsibility to put on him, though.)

Arthur, on the other hand? If he were to handle matters more peacefully (which I don't think he does?) it would likely have more to do with him being a stickler for rules and following the order's principles as paladin than anything else. He's still very much fine with cutting a teenager in the leg so long as it's a demon and falls prey to his own biases. Hurting Rin was unnecessary and definitely colored my perception of him as a character.

Least scummy? Shura.
