An LiS theory (I do not own this btw, just rephrased it)
So, in Ep. 1, when Chloe is first shot, Max yells out "NO!" as she reaches out and discovers her power to rewind time. But, what if she was shot? Her yell startled Nathan, and due to panic, Nathan fires without aiming right, so Max was shot, but not killed. She is sent to a coma, but Chloe is dead. So, at this point, the entire game itself plays out as some sort of dream for Max in her coma, where she relives all the events that happened in the bathroom and saves Chloe. She creates her own little world where her best friend is alive, instead of accepting Chloe's death. The entire game is just one entire fantasy. Eventually, Max's mind begins to fight the fantasy, knowing down there that Chloe is dead and she must face that. So, the tornado and the numerous Chloe deaths signifies Max's struggle to accept that fact. She fights her mind, and continues her fantasy of saving her friend from peril until she is faced with her final decision. She saves Arcadia Bay, accepting Chloe's death is real, or save Chloe, and leave the real world to be with her forever.
