Turns out you CAN kiss Cassandra in her high approval cutscene if you finish her romance quest first! The problem is that both her romance quest and this cutscene trigger at approval 75+ so you have to get her romance quest first, lower her approval below 75 before talking to her to complete the quest, and then raise her approval above 75 to trigger this cutscene

Totally worth it
