Then the Holy See ignores a war on their doorstep, abandoning the alliance that they made in the first place, and the result was perpetual winter only in Coerthas.
There's no way that wasn't interpreted as a divine punishment.
There were probably always some pro-dravanian heretics, Rielle's father seems to have predated Ysayle, but how many more people in the wake of the Calamity must have turned against the church's leadership? Halone was obviously pissed off. And then Ysayle appears, spreading the news that the church started the war with the dravanians and none of this was ever truly the will of the Fury. Look at all the ice! Here's the proof of their wrongdoing!
