My sisters and I created our own mad libs/ fill in the blanks quick stories. We just play by having our word document open while we chat on Discord. The writer of the story asks for certain words to fill in. ie, verb, noun, adjective. Then once all the words are selected, we share our screen to present the ridiculous story.
I transferred it over to a website that will prompt you for the type of words you need provide so others can play if they'd like. For some reason it has formatted the story very strangely though. The punctuation is all jacked up.

Hello! I know where you're coming from! STARS era is so full of character potential that I crave it as well. I actually can't think of any fanfics off the top of my head (admittedly, I don't read much fanfics because I like the fanfics to try to follow canon as much as possible (preferably no OCCs either), and a lot of them get too smutty for my taste).
There was one in particular that I enjoyed, as it was a quick one-shot STARS era, with Chris and Jill sitting in a car together at a gala/fundraiser and it didn't get too saucey, but I would have to dig around for it on ArchiveOfOurOwn. I think it was in the middle of a stack of other quick one-shots that writer had posted. I think a lot of the stories got pretty smutty so I didn't read them, but it was quite a while ago, so I can't remember who wrote it or even the fanfic name, sorry. If I happen to find it, I'll link.
My sisters and I have actually been creating some fun this weekend by writing our own Mad Libs stories, starring the RE characters. I'll have to share mine soon, but be forewarned, they are usually very silly and ridiculous (thats the fun of Mad Libs).
If I write any STARS era fanfics myself I'll also be sure to link. I sort of have one, but I haven't really fleshed it out so it probably won't be posted for a while, if at all.

Okay, I get it. Leon returns to Raccoon City, I get the importance. But I am just disgusted by the way Jill has been treated by Capcom.
She has not been touched since Resident Evil 5 and Revelation. And a single file in Revelation 2.
Yes, she appears in Death Island, but that makes the whole problem worse.
You see, after RE5, after being brainwashed by Wesker and then rescued by Chris, Jill just disappears from the main timeline.
Chris is out there punching boulders and leading Anti-BOW squads and Leon is still getting dragged into government messes.
Jill has been absent, for years. All we got was a throwaway file in Revelations 3, vaguely mentioning she was in rehab after RE5 and hoping to return to duty….
One of the most experienced operatives in the franchise, who survived the mansion, Raccoon City, Nemesis, outlived Umbrella, survived mind control, experimentation at his worst….a SINGLE FILE. That's it.
And finally Death Island. The problem with Death Island is she looks the same as she did in RE3Make. Same hair, same outfit, same energy, same overall presentation. It's like the last 16 years of her life barely happened. This was a character who was captured, experimented on, mind controlled, kept in stasis and psychologically dismantled by Wesker. Yet her own design completely sidesteps all of that.
EVERYONE ELSE has visibily evolved.
Chris looks older, heavier and worn down.
Leon carries that permanent exhaustion of someone who's seen too much
Claire's grown into a hardened survivor
Jill, meanwhile looks like she's frozen in time and that's kind of the perfect way for how Capcom treats her. Death Island doesn't push her forward, it kind of resets her. It reassures fans by presenting a familiar Jill, but avoids that engaging what would make her different now. No scars, no visible storytelling, no sense that RE5 fundamentally altered her in anyway. Yeah she's back, but only in the safest most nostalgic way possible.
So yes she reappears, but reappears unchanged and untouched by the very trauma that removed her from the series in the first place, which makes the absence sting even more.
Everyone keeps rotating back into the series. Rebecca shows up in the CG films(but she ALSO deserves a new game). Claire gets RE2R and CG films(I swear to god if Claire doesn't get a Requiem DLC...). Even side characters resurfaces.
Jill meanwhile, exists in this weird limbo, where she's canonically alive, active enough, but never allowed to properly reclaim her place. Does she still work with Chris? Does she work with Carlos? Is she back in the field? Is she semi-retired? Did she finally say fuck it and her and Barry finally opened that sandwich shop? We generally don't know and that silence is the problem.
Jill Valentine helped define Resident Evil and ending her arc with a "well she recovered off screen" and a occasional cameo, is quite frankly shit and a complete disservice to the iconic character that is Jill Valentine.
RE3R and Death Island proves fans still care. Now Capcom needs to actually commit and give her a real forward moving story again.
With that rant out of the way, here is why Jill deserved to be in Requiem JUST AS MUCH AS LEON.
1) Nobody except her spent so much time in Raccoon City. She lived there just as Chris and Rebecca, but both of this two left the city after Arklay incident. And that means Jill is related to this story more than anybody else in franchise. We might tell about Alyssa, but she is not one of the main characters of the RE franchise.
2) As ex citizen of Raccoon City Jill might face her past there: she remembers the streets, the bars, cafe, cinema, police department, parks and especially - her apartment. She might tell us about this city more than anybody else, this story closer to her more than for anybody else.
3) If the task is to investigate what happens there, isn't this a task for cop, who knows that city better than anybody else?
4) When we have ending of her story in RE3 or RE3R, she give us a promise to take down the Umbrella. Isn't this challenge fits more for somebody but Jill, to put a final end to this corporation that suddenly isn't dead?
Jill deserved to be in Requiem just as much as Leon, her going down to help Grace and returning to end Umbrella's remnants is what her character deserved. But....instead, Leon returns and Jill is left in stasis by Capcom. AGAIN!
It's sad and downright disrespectful that Jill’s only recent appearances have been in a remake that feels kinda incomplete or insubstantial and a pretty mediocre animated movie. She deserves way more love from Capcom, a new main game with her as the protagonist. They can totally lean on her slow aging thing to keep her around in multiple games, c’mon.

I understand that Leon is a fan favorite, but canonically (as I understand) he was coming from out of town to Raccoon City (RC) for his first day as a cop. So, Leon, while a survivor of the Raccoon City disaster, never really had any roots established in the city or even the Police department yet.
But Chris, Jill, or Barry? They had already been working there for at least 2 years in RC (and we know this as STARS was established in 1996, 2 years before the events of RE2). They had a lot more skin in the game. Even their items are still in the STARS office that you can interact with in RE9. But I guess it would have been too emotionally complicated to have any one of the RE1 survivors walk through RC post-bomb destruction? Perhaps it serves the atmosphere better for a horror game to follow someone who is a little more emotionally detached from the carnage in front of them? Does it? I guess to Capcom it does.
It could have been too emotionally charged for Jill to return to RC. Or maybe she is still too traumatized by it all to want to go near it again. Or maybe Capcom is waiting for the grand finale to have Jill and/or Chris return to RC.
In regards to Jill post RE5, my sister and I have speculated that Capcom probably wanted to have Chris and Jill together after RE5, so she was supposed to be a wife/mother, and be moved to a safer desk job. But there was in-fighting at Capcom about that so they just shelved Jill instead. They kept it ambiguous so the fans could draw their own conclusions.
They likely made Death Island in response to fans asking about Jill (and to cash in on the Remake momentum), but they still didn't really know what to do with her. They just gave fans what they were asking to see, "Jill kicking ass again".
So I've concluded that maybe there are too many different writers/influencers with different ideas and goals for the characters (and these people may have also missed important canon information), which means the characters are stuck in a strange limbo and creates a plastic feeling. That unfortunately translates to the die-hard fans sometimes scratching their heads in confusion.
Though part of me is hopeful that when the closing on the original protagonists comes (like in RE10 or 11 or something!), they have more planned for the characters, and we will actually get some pretty compelling storytelling. But maybe not. I can only hope. In a way, Capcom kind of has a slow burn to their lore and characters. Little pieces are revealed bit by bit in each new release. So maybe we have to give Capcom some grace and judge the whole of RE once it is complete (or at least the legacy characters story).
I have a headcanon that they might be waiting to reveal something(s) about Jill and her ordeal in future installments. Why else was she constantly stuck in the BSAA labs after rescue? What were they doing with Jill in those labs? RE5 revealed that she had a unique reaction to Uroboros and to Wesker/Tricell experiments, so perhaps there is something more going on that has yet to be fully explored.
I also headcanon that Chris and Jill may become opposing players in their next game together. Not necessarily intentionally, but by upholding different notions or mantles at first. Some angst, repression, frustration, and tension. But during the course of the game they come back to trusting and relying on each other (and would either finally kiss or admit their deep feelings for their bestest partner in the whole wide world, because I'm a Valenfield shipper! Haha).
So yes, I understand your frustration that Capcom hasn't utilized the untapped potential in Jill's already established lore (that they crafted over years!). My only hope is that maybe it has been loaded in the barrel and Capcom will hit a bullseye with the next shot.

Yesss! My sister and I wondered why the Revelations main menu music seemed so sad.
And then we saw the ending and were like, "ooohhh, Capcom breaking our Valenfield hearts".
And poor Jill! You spent all of Revelations playing Jill, revealing her concern for Chris, and in turn, Chris' concern for Jill. And, imo, it's only that 'horrific fate' because they are so close! They are hidden love interests! If they didn't have all their history together, it wouldn't be as impactful.
Revelations helps bring it home how awful it is that these two very close partners (to which you are constantly wondering: are they romantically involved or not?) have been torn apart for protecting each other. And remember, you have RE5 that came out before all this (RE5 released in 2009, RERev released 2012). So RE5 also let the player know how much Jill meant to Chris, and how deeply her sacrifice affected him. And RERev and Lost in Nightmares shows you how much Chris means to Jill.
Love these two. I just want Capcom to get them together officially.
It's such a good subtle love story. They drop all the hints. I think sometimes people miss some of the subtlety because Capcom doesn't make their relationship lustful and in your face. They're not making out and jumping into bed like so much of modern media likes to show, but rather soft, meaningful, respectful love that boils deep under the surface. Or at least that's my interpretation of their relationship.

The scene is so quiet in comparison to everything else, too. It's like the game is teasing us with "as long as they are together, they are at peace", and I love that for them!
I noticed the different flowers in the upper right corner of each character. So, I took some time to look into which flowers they may be and what they may represent.
