He’s so well-loved, and sort of gives-off the impression that they care about him like a grandson who’s gone places, not like a public safety officer.

people are literally up in his space, some kids are even touching his feathers and crowding him from every angle, but he’s completely at ease ???

Hawks is one of the most good-natured and genuine pro-heroes out there and we don’t acknowledge this enough.
Like, he acts as though everything he does, he does for PR purposes, but we can see that it’s not true based on how he behaves around his fans. And just saying, but we’ve seen him do that before, too
he pretends like he’s lazy, laidback, and somewhat not serious enough for the job, but he actually cares a whole fucking lot and is probably one of the most dedicated heroes out there
