...for Menace AU, is Scarecrow a neutralized threat due to Danny conjuring forth everything he could ever hope for without so much as a puff of Fear Gas?

Not neutralized per se, but after a few seconds of breathing, it in Danny just goes:

Fear Gas still affects him, especially the first time he encountered it, but he was also the one able to shake off the effects faster and able to identify what's real and what isn't.

Due to this, Scarecrow grows heavily obsessed with Phantom/Danny Fenton-Wayne. He believes he can't effectively use Fear Gas on Phantom because he's dead, but Fenton-Wayne? That boy can lock eyes with him while everyone is screaming and clawing at their own skin and still has enough will to move through the gas towards Scarecrow with raised fists, a determined set to his jaw, fear in his eyes, and somehow blade-sharp focus. It makes Scarecrow more excited than any previous research.

Most of his schemes go from experimenting on random people to see what happen to trying to get a Fear Gas formula that can effect Fenton-Wayne. While that does make his Fear Gas more powerful the general public dont come in contact with it as much since Scarecrow is after a notorious Anti-social shut in.

Basically, Fenton-Wayne is a shield to the public because he's a walking target and has Scarecrow's full attention. If he didnt, then Scarecrow would have harmed more people due to no having a tunnel vision target.
