Entropy Drinkers with Heroic Past is, uh, Deeply Stupid

#stellaris #the trick is to use the psionic bug portrait to have access to both Uncanny Intuition and Spatial Mastery #giving your councilors +3 effective level #then Heroic Past brings it to +4 #and starts them at level 2 #and *then* you use Oligarchy for another +2 effective councilor skill and the Ruler effect (+5% exp gain per Ruler level)#your ruler starts with effective level 8 so that's already +40%#then you can blast through Departmental Efficiency and Expand the Council agendas as soon as possible for the extra skill + exp #and the Entropy Drinkers' Energy Curator council position #which *also* provides +5% exp gain per level to all leaders #and stacking other mods as seen above gives you absolutely stupid xp gain #you'll have veteran leaders before you even reach your neighbors #i am MAJORLY falling behind on research but i'm notoriously bad at managing my economy so that's not surprising #OH god forgot to mention. EDIT: Necrophage #for the prepatents #because your main species is built to produce leaders and thus makes horrible workers #the leader lifespan is a nice bonus. ensures you get to keep those veteran bonuses for a looooong time
