The hairstyles from this show seem to be the design inspiration for the depictions of Clotho, Lachesis, and Atropos in the Shin Megami Tensei Series.

The designs were introduced in SMT III (2003) and remain the same in the lastest enties.

I went looking for how pixel art was typically being done up to the 90s, because I just assumed it was usually with something similar to MSpaint by then.

It wasnt.

While that's true for 8-bit and differently presented 16-bit projects, an illustration like the one in the original post would take yards of even the densest graph paper.

PC98 artists would draw scenes on paper then measure the proportions compared to the resolution they were working.

With a program like Z's Staff, CANDY 2, or FUNNY they would lay in the outlines and begin converting colors.

These programs had brushes, dithering algorithms, preset color ramps, and other tools that made the conversion easier.

Sometimes the artist and the converter weren't even the same person.

Looks like the zeon radiator is busted.. and on top of that, your quartz reflectors are completely fogged up. It's gonna cost you at least 300k credits to get this thing running, without including aesthetic work. Not that you'll need it to run the marshes of Crax... but looking good never hurts.
