if you give Susie the Red Ribbon where she decides she wants to try it she'll still hate it and decide to keep wearing them but in other ways

I think the purpose of this from a game play perspective was to avoid locking Susie out from an increasingly large pool of very useful armors without making her suddenly cast away her butchness
in addition to this:
there's also Orange (who parallels Susie in a lot of ways) getting bullied by some foxes for her appearance being too "rough" too (paralleling Susie getting bullied by some residents in Castle Town for being too rough instead of proper and feminine)
