The president’s surprise visit sent a message to Moscow—and to European leaders.

Putin thinks that he will win not through technological superiority, and not through better tactics or better-trained soldiers, but simply by outlasting a Western alliance that he still believes to be weak, divided, and easily undermined. He reckons that he has more people, more ammunition, and above all more time: that Russians can endure an infinite number of casualties, that Russians can survive an infinite amount of economic pain. Just in case they cannot, he will personally demonstrate his capacity for cruelty by locking down his society in extraordinary ways. In the city of Krasnodar, police recently arrested and handcuffed a couple in a restaurant, after an eavesdropper overheard them complaining about the war. The Sakharov Center, Moscow’s last remaining institution devoted to human rights, has just announced that it is being evicted from its state-owned buildings. Paranoia, suspicion, and fear have risen to new levels. Many expect a new mobilization, even an imminent closure of the borders. This psychological war plays out elsewhere too. Some Europeans, and indeed some Americans, have not yet adjusted their thinking to this Russian strategy. In Munich last weekend, it was clear that many haven’t yet accepted that the continent is really at war. The Estonian prime minister, Kaja Kallas, told me she fears her colleagues secretly hope “that this problem will disappear by itself,” that the war will end before any deep changes have to be made, before their defense industries have to be altered. “Russia,” she said in a speech at the conference, “is hoping for just that, that we will get tired of our own initiatives, and in Russia, meanwhile, there is a lot of human resources, and enterprises there work in three shifts.” Consciously or unconsciously, many still speak as if everything will soon return to normal, as if things will go back to the way they were.

“Combining transaction-level data on street prostitutes with ethnographic observation and official police force data, we analyze the economics of prostitution in Chicago. Prostitution, because it is a market, is much more geographically concentrated than other criminal activity. Street prostitutes earn roughly $25-$30 per hour, roughly four times their hourly wage in other activities, but this higher wage represents relatively meager compensation for the significant risk they bear. Prostitution activities are organized very differently across neighborhoods. Where pimps are active, prostitutes appear to do better, with pimps both providing protection and paying efficiency wages. Condoms are used only one-fourth of the time and the price premium for unprotected sex is small. The supply of prostitutes is relatively elastic, as evidenced by the supply response to a 4th of July demand shock. Although technically illegal, punishments are minimal for prostitutes and johns. A prostitute is more likely to have sex with a police officer than to get officially arrested by one. We estimate that there are 4,400 street prostitutes active in Chicago in an average week. “

Collective demonization invades our culture

The campaign against Pasternak went on for months. Having played out in the central press, it moved to local outlets and jumped over into nonmedia institutions, with the writer now castigated at obligatory political meetings at factories, research institutes, universities, and collective farms. None of those who joined the chorus of condemnation, naturally, had read the novel—it would not be formally published in the USSR until 30 years later. But that did not stop them from mouthing the made-up charges leveled against the writer. It was during that campaign that the Soviet catchphrase “ne chital, no osuzhdayu”—“didn’t read, but disapprove”—was born: Pasternak’s accusers had coined it to protect themselves against suspicions of having come in contact with the seditious material.

“didn’t read, but disapprove” is every authoritarian pest’s life motto. the number of ya novels that have been yanked pre-publication because someone took an early reader at their word that it’s problematic? we need to start pulling out this phrase against anyone who wants to control the work you can consume. they’re wannabe soviets who don’t know how to think.
