Marriage licenses are generally done in the town or city you plan on getting married in, even if you don't live in that town. Each state has different fees, but most do not require both people be present at the same time to sign the license. Both are required to fill it out and sign it, but it can be at separate times generally. And you normally have like 30-60 day time(changes in states) frame to get married once you get the license.
