Nor is "enabled" enough of a synonym of "allowed" to be substituted into that phrase. Also, you may be reading a bit too much into the use of the word "allow". I see where you're coming from, but I think a lot of the time, when someone says "this software allows you to do [thing]", they just mean "you're gonna need some kind of computer software to be able to do this thing, and here's the software that lets you do that". They're not saying "you can now do this thing because I, personally, the one who made this software, am allowing it," any more than a person who says "this wrench will allow you to loosen bolts" probably means "you need my personal permission to loosen bolts".
