Wile E speaks in his cartoons with Bugs & in the Looney Tunes comics. The hipster tiger is Cool Cat, an obscure LT character who's mostly remembered for making cameos in Sylvester & Tweety Mysteries (great series, check it out). Idk what's wrong with Elmer & Sam.

Something that always annoyed me is how some people in the animation community would claim “animation isn’t just for kids” then as an example use an adult joke or “mature” moment from a kids cartoon or movie.
