So from what I understand sodium pentathol doesn't literally make you incapable of telling the truth. It just makes you kind of drunk and less inhibited so you're more likely to answer questions. What Steve has is literally inducing him to speak the truth. So it's the comic book version of sodium pentathol basically ^_^
