EasyRPG & WOLF RPG Editor are your best alternatives.
Stencyl, Godot, Construct 2 (free version), & Unity (free for noncommercial games) are good free alternatives for 2D games as well. Ren’py is good for visual novels.
Beyond that, wait for a steam sale. Rpg maker 2000 & 2003 weren’t localized until 15 years later because people used the unofficial translation so much that they knew they couldn’t make sales. Pirating hurts smaller developers (it hurts all developers to be honest - the only games I prefer to yo-ho are games over 15 years old that you can only buy 2nd hand since the money won’t go to the devs anyway, just the person you’re buying from).
Just get it on a steam or humble bundle sale. If you can’t part with 8$ for RPG Maker VX Ace then just stick to free engines. Seriously.

The lesbian Stella art tickled my fancy, because I have a similar headcanon. (Stella being an armor closet queer like Andrealphus)
Anyway, what was your thought process when forming that idea?
I can say that I've had that headcanon since the pilot episode of the series. When I first saw Stella, I said: "That girl is a lesbian."
Also, I like that Stella resembles Stolas in some ways, I think they have parallels.
