All of them were reunited on that room, that L has deemed "safe enough" for them. Sayu was concealed into another one, with Yagami Soichiro to distract her, alongside her mother. The members of the Japanese Task Force were confused by this secret meeting that involved only L, his successors, the Yagami twins and the ability users, but they had to trust L again about this being important.
"Beyond Birthday knew that Kira would target him. He somehow avoided Kira's power, faked his own death and escaped when they thought they were disposing of his body. Now, he's threatening Yagami Sayu and her brothers so he can mess with me. That's all we have for now about the ongoing situation."
His voice was calm, his eyes were cold, but it was clear that he was terrified. Something about the way his hand wouldn't stop shaking, how he couldn't look anyone in the eyes like he normally did, how his posture was even more curved, how he was walking around the room nervously without a single pause... All screamed "panic".
