We play with the blinds in the COMSTAT room. It’s a very subtle metaphor. When somebody’s trying to let a little light, a little truth into this room, sometimes the blinds are open. When there is a brutality about to happen, when political manipulation is en route with the people in this room, blinds are closed. Here, the blinds are sort of half-open because Colvin has decided to come in with clean stats and take a hit for the increase. He’s not gonna lie about his own stats like everybody else in the room has been doing.
