Okay thinking about this still and yes, Poison Ivy as the next main baddie for the Batman/Pattinson series, but the secondary antagonist(?) JUST struck me because of the Zoe Kravitz's announcement that she played Selina Kyle as a bisexual woman (stick with me here).
So first - why Ivy? Well if we consider the main motives of the first primary villain, going after Gotham's corrupt elite, and if Reeves/scriptwriters want to continue this thread, having the sequel be about those responsible for ecological calamities in Gotham being murdered would make sense. Bring in Ivy and, honestly, Gardner as well. Queer women (of color? Depends on casting if they want to make Ivy WOC but I am not opposed since I only recently decided the actress who plays Yennefer on Witcher would make a great Ivy) attacking and punishing earth killers? We'd love to see we'd love to stan.
Then, when I heard the Zoe Kravitz announcement, I was like "another layer, Selina finds herself being seduced by both Ivy's ideals and Ivy herself" (which would lend itself to a great third act betrayal from the Gardner who manages to escape once she and Ivy disagree over the scope of their plans - Ivy launching an attack that would kill innocents as well as guilty parties - Queen Ivy shit).
So then, after thinking about that interesting love triangle, I thought what would be a great way to tangle that further and boom - secondary antagonist appears.
Harvey Dent, pre-TwoFace.
He'd have similar goals to Ivy in terms of wanting to see people who abuse and hurt the little guy pay, but through the Justice system of which he has become a rising star in Gotham. He wants to see the eco-killer brought to justice because the people she kills are escaping justice, so we can see a good scene between him and Ivy as they argue their ideals. Plus, maybe he and Bruce knew of each other when they were younger, and there's some pestering as Harvey digs into Wayne records for any ecological abuses but it's not combative just... flirty, because Harvey pre-TwoFace is also Bruce's type.
Love Square. Bisexual Batman AND Catwoman folks, very textually shown too.
Also, this movie would serve as TwoFace's origin story, as it'll be because of IVY that his face is scarred and he suffers split personality due to the chemicals in the plants.
There's a lot going on but I think these two are the perfect 2nd movie villains because any others (Scarecrow, Bane, Freeze, Hugo Strange, and DEFINITELY the Joker) would feel too... climactic.
Also I wouldn't do Ra's here, though the goals are similar, only because it'd fall too heavily into the Nolan movies.
