Fuyumi’s path of trying to contort the Todorokis into a normal family makes significantly more sense when Rei is taken into consideration. Rei was making meaningful progress on her recovery at this point. If Rei became well enough to leave the hospital, she would be sent home, but it was her home environment that led her to the hospital in the first place. There is no way that Fuyumi doesn’t know Rei previously wanted a normal family. It was the very reason she was born.
Both Rei and Enji accepted the roles the other gave to their eldest children (up to a point). Rei accepted that Touya’s purpose was to be Enji’s successor. There is not a single scene of her intervening in his training with Enji. All of the criticism she gave Enji occurred after he removed Touya from the successor role. Meanwhile, it appears Enji accepted the role Rei gave to Fuyumi as the child who could make them a real family. As Enji states in these panels, he stood by and did nothing while Fuyumi worked tirelessly to piece together the family he destroyed.
Enji attempted to free Fuyumi from her assigned role here by taking on the project himself. And the solution he found was to create a convenient home for them without him or the painful memories of the existing house. It relieved her of that burden she never should have been forced to carry in a way that wasn’t dismissive of her efforts. That acceptance of responsibility was what was missing with Touya. He was removed from the role of successor, but under the assumption that it would be a role given to another child rather than Endeavor taking responsibility for his own legacy.
