Head of the Magical Law Enforcement Squad in the 1920s, Bob Ogden was a worker of the Ministry of Magic who arrested Morfin and Marvolo Gaunt after the former jinxed Tom Riddle Snr. This allowed Merope Gaunt to be free to pursue Tom Snr (thus birthing Voldemort), and his memory of the event was instrumental for Dumbledore to figure out Voldemort’s secrets.

Bob (pet form of “Robert”) seems to be a generic name, like an “average Bob” (or “average Joe”) type of name. This might be because he had a relatively small role in the story, but was indirectly responsible for important events.
