Would carbon 14 exist without cyanobacteria?

Usually, if something has to do with chemistry or physics rather than biology or geology, it can exist just fine without Cyanobacteria. Carbon 14 is one of those things. Being an element (well, a radioactive isotope of one), it really has nothing to do with Cyanobacteria. It has existed since before Cyanobacteria and will exist long after they are gone (isn't it sad to think that Cyanobacteria may only have a few billion years left in the universe?). Carbon 14 is produced naturally on Earth and outside of Earth regularly without the influence of Cyanobacteria.
