I’ve seen people get confused over this scene because they have no idea what that dismissive wave means and why Natsu was so happy about it, so. If there’s anyone out there that still doesn’t know...

Which isn’t a no. And that’s important, because Laxus is basically promising to take him in a proper challenge again. Guild members of Fairy Tail have one primary love language-- fighting with each other. Right now, Laxus’ fate isn’t set in stone, but he’s basically promising to come home again, next time, with his heart in the same place as everyone else.
Unlike in the anime, the guild members didn’t properly make up before destroying the Thunder Palace. They argued through it, and this chapter is where they’re shown to have moved past their grievances in favour of coming together in a banquet again. Similarly, in the off-screen time between his battle with Natsu and here, Laxus has cooled his head down, gotten treatment, and brought up the courage to try to move past it.
However, unlike with the rest of the guild, only a few people were willing to forgive him without consequences. He knows he doesn’t deserve to be forgiven, and that’s why he heads straight to Master instead.
But he still appreciates Natsu’s gesture of forgiveness, and that’s why he quietly accepts that challenge in a wordless, cold, way, acting more like the teenage edgelord version of him than the jerkwad he’s been shown to be thus far.
And that’s why Natsu and Erza smile. Because they know the Laxus they know is back, and he’s no longer thinking of any of his Fairy culling nonsense.
