So, I was recently reminded of the TMA episode, Web Development, with the "Web" site where people would upload a target name along with a spooky story, and, if their story was 'good enough', the target would be eliminated.
And I realized that THAT is what the OIAR in TMP is basically doing, though without story submitters choosing targets. We don't yet know who chooses the targets that the "externals" go after, or how they inform Lena (now Gwen) of this, but the pattern otherwise fits.
