So, I was recently reminded of the TMA episode, Web Development, with the "Web" site where people would upload a target name along with a spooky story, and, if their story was 'good enough', the target would be eliminated.

And I realized that THAT is what the OIAR in TMP is basically doing, though without story submitters choosing targets. We don't yet know who chooses the targets that the "externals" go after, or how they inform Lena (now Gwen) of this, but the pattern otherwise fits.

Other factors pointing to the OIAR being Web-alligned: - there is no issue with recording true supernatural stories to digital media, probably because the Web runs most (all?) of the digital media in this iteration of the world. - Colin's fate in the TMP season finale: Freddie is basically a giant spider in the world-wide-WEB. - the OIAR only operates at night, though there's no particular reason that this data analysis task couldn't be done during the day.

Obvious questions if this is correct:

Why aren't the OIAR employees bound to the Web? We know Teddy was able to quit (though whatever he got interrupted from telling Alice could negate that, or confirm it, or... who knows). Maybe only the person directly responsible for Freddie needs that connection, and they haven't found anyone who can deal with it?

In TMA, the Web was making sure certain people made it to the Magnus Institute to tell their stories. Why is it still collecting stories? Before, it was to ensure Jon did get marked by all the entities. Now... maybe it's to make sure that no other entities come into ascendance? We haven't seen any "cults" associated with the entities like we did in TMA; the OIAR itself is the closest thing to that in TMP.
