best drawing device help!!

ok so my computer is broken and im able to get something else!! i just dont know which to pick and ive decided on 4 options so id love if art tumblr could help me out on this!

im deciding between a cintiq, huion (mybe a H610??), a surface book (3 or 4??) or just a simple laptop! ive done a lot of research and i cant decide on which one would be the best? i use paint tool sai and id like whichever option i pick to be compatable with it

also! i might be able to get a new art program and im stuck on that too? im deciding between manga studio and photoshop! if anyone wants to help me decide that be nice as well!
