What characters do you think are underrated?
I assume you mean South Park, in which case I have quite a few picks actually.
In my understanding "underrated" means "this character's impact on the show is disproportionate compared to their popularity in the fandom", which imo would disqualify most one-off characters. I'm gonna ramble for a bit under the cut

any thoughts on Classi ?
Let's break down Classi. Or, ahem...
Classi with an I, and a little dick that hangs off the C that bends around and fucks the L out of the ass.
She has no pimp. She takes no shit. She's whipsmart. beat the shit of Nathan and saved Jimmy. She and Jimmy stayed on good terms - He takes her to his house in FBW and she's perfectly comfortable.
She doesn't lie to the kids or sugarcoat shit. If they wanted, Classi could fulfill the Chef role pretty easily - frankly explaining questions about relationships and sex.
Classi sends them on errands, which means she trusts them to succeeed. She treats them as capable little humans.
In FBW you help her out and afterwards she'll help you out as a summon. There was never a previous agreement she'd ever return the favor. She doesn't have to do that. Which means she lowkey appreciates New Kid + the Boys helping her out and saving her from the racist ass cops, even though she doesn't really vocalize it.
Her hair and outfit slay. She has a brand, complete with a logo and a car that I'm pretty sure is a reference to one of the most iconic black movies ever: Friday. (aka the origin of the phrase "Bye Felicia")
Do I like the fact that she is sex worker? It's complicated.
Classi doesn't roam the streets. If I had to guess, she is a classic Backpage girl. Soliciting online or through hookup apps. She's never hit or been assaulted that we know of.
Despite being a sex worker, she's not some sponge of black women's sexual trauma they wring out on screen for white consumption.
Classi is the only girl/woman in the game that fills the (honest to G-d) damsel in distress role. She's kidnapped by police and she's a victim of politice brutality, but she isn't a victim, you know what I mean? The boys focus a lot on helping her, Jimmy calls her a girl (emphasizing youthful feminity) and advocates for her safety. She's never the butt of the joke in FBW - She's the one who makes the jokes.
We don't even know why or how she got into sex work, I think the answer to that would color our perception of her more than anything. I'm sure everyone assumes she was forced into it by poverty or sexual violence, but I like to think she was just a middle class girl who needed money and liked the hustle.
She recognized the importance of free, independent news sources in a world that's increasingly spoon fed ads and propaganda - then smiles and asks for more. Suggests a level of intelligence and independent thinking.
I feel like some people would expect me to hate her but yeah, I kinda love her lol.
South park characters that should make a comeback:
Officer Barbrady. I'm not the only one that preferred barbrady over Yates.
Classi: she needs more episodes and character development. She was such a fun addition to fractured but whole.
Principal Victoria: I miss her. Far better than PC principal, who I'm surprised stayed in the show so long.
Mayor Mcdaniels: she's around, just not in many episodes lately. She also needs more character development.
Big Gay Al and Mr Slave: I haven't seen them in any recent episodes lately so it would be nice to see them again.
Ned and Jimbo: Ned is fine physically since manbearpig attacked him and he is seen along side Jimbo in Snow Day.
C is for Chevrolet
