Noxus worldbuilding: Government & hierarchy.

{ Noxus and Demacia were once one nation. Since then, many events happened that led to their parting. Both now have drastically different systems of governing their respective city-states.
Noxus is a stratocratic empire. As everyone knows by now, its current leader is the Grand General Swain. The post of Grand General is the highest possible rank, both in the army and in the government, since both are mashed up in Noxus anyway. The government is led by the Grand General but also by the Hand of Noxus and the High Counselor. They are respectively, the left and right hand of the Grand General. Currently, these posts are taken by Darius and Ivory. The two of them are skilled, thoughtful, clever and ruthless politicians and warriors.
Since the government is based on the army itself, most of its ministers, maesters and lords are actually high-ranked soldiers, or ex-soldiers. This is one of the strongest and most dangerous things about Noxus. Because wherever you go, whoever you meet: there is a 99% chance for you to be surrounded by incredibly skilled war veterans. The Hand and the High Counselor have sworn their utmost loyalty to the Grand General. They have the right to assist him in his duties, but they also have the duty of obeying to him and of executing each of his orders. That said, the Hand and the High Counselor are not equals ; the Hand is higher ranked and while it is uncommon for him to give direct orders to the High Counselor, he is allowed to do so - technically, the High Counselor is also a part of the High Command itself.
The government is divided into two primary sectors: the High Command and the High Council. The High Command is the executive and military part ; while the High Council is the legislative and civil part of the government. The High Command takes care of the army, the infantry, the navy, the police, etc., while the High Council will take care of, basically, everything that is related to researches, paperwork, taxes, economy, etc. The High Council is led by the High Counselor, while the High Command is led by both the Grand General and the Hand. The High Council is divided into smaller councils.
The High Council and the High Command hold weekly meetings, presided by their respective leaders. The small council, whose members are the Grand General, the Hand, the High Counselor and the Matron of the Black Rose, holds monthly meetings.
Should the Grand General fall ill or be, in any way, declared unable to exercise his functions of Grand General for a limited period of time, the Hand will take his place for the time being. }

The young soldier burst through the doors of his barracks. The others, older than him, stopped what they were doing to address his outburst. One who was cleaning his weapon chuckled, “What? They are out of pudding in the mess hall? It’s all crap anyway.”
Other joined him in a laugh. The young soldier took of his helmet and groaned in frustration. “No, you fools. Haven’t you heard anything? The exile is here...in the capitol.”
The laughter stopped and the room went hushed. They all exchanged looks, each one had a different opinion on the exile. The situation wasn’t their business, entirely, but they still had their own thoughts. One in particular, sat up from his bed and swung his legs to the side. He was about in his forties and had been serving Noxus as long as he could remember.
“Why do you believe this is an outrage?”
Headcanons: Affinity and shaping of magic
Note that what is said below is my theory crafting based on observations about champions, their abilities and lores, thus I can not guarantee this would be “canon”, so it goes to my headcanons. The bolded text will be the main idea while italic will explain the idea in a bit more length.
Various champions are capable of combining or mixing elements, either within their specific element, or between two different schools of magic. I believe this ability is outcome of two factors, person’s mana and their ability to channel it. Azir controls sand magic, which is combination of earth and wind-magics. Additionally, while many champions are capable of mixing multiple schools of magic, they are not talented in using other sub species of magic besides the one they are proficient with. So even Lissandra is very talented at manipulating ice, and she can convert water into ice and shape it at will, she can not turn ice back into water or control tides like Nami can.
While someone may be very attuned to certain magic, they may not be able to channel and release it effectively. This will result in the spell being ineffective with too little power in it, or blasting out with far too much magic in it (Xerath’s sudden surge of power during his ascension resulted in him ruining Shurima as he could not control the output of his power). If person trains his/her magic or studies it, they can learn to shape and channel it more effectively (over time, Xerath learned to control his arcana-magic, shaping and controlling it’s output at will).
As said above, magic can be controlled and the way person uses it can improve the person’s capability even if they lack “natural talent”, to certain degree at least. Someone like Garen or Darius who have no affinity to magic at all could never learn to shape magic, but someone like Lux, who has limited manapool, can master her magic, knowing precisely how much to put magic in each spell, thus saving mana in the process.
Headcanon: Schools of Magic in Valoran

There are multiple “schools of magic” in Valoran, or elements as some call them. These elements are water, fire, earth and air. Additionally there is also pure Arcana type, though it is much harder to classify or identify unlike the four others mentioned before.
Types of water magic: Water, Ice, Mist (mixed with air magic)
Types of fire magic: Fire, Lava (mixed with earth-magic)
Types of earth magic: Rock, Nature, Sand (likely mixed with wind magic)
Types of Air magic: Wind (pure users are rare as this is often submissive to other elements)
Types of Arcana (pure magic): Arcana, Transportation, Chrono (time)
After the school of magic, comes person’s affinity and sensitivity to certain form of school of magic they are proficient with. Thus, water becomes ice-magic (Nunu) or earth-magic becomes nature-magic (Zyra). To give example, Lissandra is strongly attuned to ice form of water, while Nami uses water in it’s liquid form. Similarly, Zilean is one capable of using Chrono-type of Arcana magic, while Kassadin uses Transportation magic to create and travel trough portals (rift-walking).
