My current guesses on who Cicada will be (masked villain, probably going to be a big reveal like the first three Big Bads, unlike Clifford DeVoe who we knew immediately):

1) Caitlyn Snow’s dad

2) The guy who faked Caitlyn’s dad’s death

3) Barry and Iris’ time-displaced son 

4) The Watson to Sherloque Wells, gone bad 

5) Some future relative of the West-Allen family 

6) Another Thawne, trying to avenge Eddie (since Eddie shot himself trying to stop another meta-human. And Cicada is an anti-metahuman villain)

Flash Villain Movie Ideas, Part XXIV: Cicada

David Hersch AKA Cicada is an older man who gained the ability to steal life force from others after being struck by lightning. Using this ability, he formed a cult built around resurrecting the wife he beat to death prior to the accident. Somehow this got translated into anti-metahuman bigot in the show. I'm not sure how, but it did.

Origin Movie: He's certainly a serial killer Barry could be pursuing, just like Murmur from the previous entry.

Sequel Movie: Same with Murmur. Honestly, they could easily take one slot or the other.

Finale Movie: In a more grounded series based around the police procedural aspect, a cult leader with or without superpowers is definitely a direction to go for the finale.

Supporting Villain: I guess there's ways to go there. He could be targeting any number of the more standard Flash villains for their power.

Here are my rankings:

Finale Movie: Don't want the grounded series, but he's a good finale for it.

Origin Movie: About the same as sequel.

Sequel Movie: Same as origin.

Supporting Villain: Sure.
