[ ID 1: A flag with 9 horizontal stripes all of even sizes; except for the 4th and 6th stripes, which are smaller than the others; and the 5th stripe, which is even smaller. The stripe colors, from top-to-bottom, are: Dark charcoal blue, cinder blue, muted blueberry, slate blue, navy blue, slate blue, muted blueberry, cinder blue, and dark charcoal blue. There is a lavender hued off-white dashed line across the 5th line.
In the middle, there's a symbol of a teddy bear with a tear along the right side of its neck, accompanied by some stuffing to the right of the tear; it has a dark charcoal blue stroke and the lines are slate blue, the teddy bear's fill is dark charcoal blue with lavender hued off-white details on its eyes, inner ears, hind paws, and belly.
