This is an au I keep coming back to think about but sadly I don't have a strong enough hold on their characters to write a fanfic(and it wouldn't fit in any of my original stuff) so here for you ^_^
Background info:
Grian was kidnapped at the age of 7 by the watchers. He was told his parents gave him up and was one of them till he was 24. Then he was freed from the group by Scar and is now his sidekick.
Jimmy is his younger brother, their mother was three months pregnant when grian was taken. They remeet when Jimmy is 18(and find out a few months later that they are brothers).
All Jimmy tells grian of his past is that their mother died in childbirth. Because of that their father hated Jimmy and gave him up when Jimmy was 6. Jimmy doesn't talk about anything else of his past and grian doesn't push.
It starts with grian(in cuteguy costume) waking up in a dark room chained to the floor(his arms in front and the lock behind him. He is able to sit up though). He looks around for a moment before a hologram activates infront of him to show a watcher(they all look the same because they are all covered head to toe). Watcher taunts him for a moment before saying "you are here to make a choice" with that the room lights up.
It is a plain looking room with two covered cages in front of him. He can also see cameras at all four corners of the room. "This is an important choice so of course your loving fans and boss should see." With that a screen showing xisumavoid light up.(unknown to grian X was told if he didn't watcher will blow up bombs all over the city. Unknown to watcher X is just hoping this will go on long enough that the other heroes can deal with the bombs.)
Watcher then turns to grian fully "now you will make the choice of who will live." The floor under the cages spilts apart to reveal lava. "Will you chose your partner?" First cage cover comes off to reveal scar(in hot guy costume) just waking up "or a random civilian?" Second cover comes off to reveal Jimmy just waking up.(watcher knows Jimmy is his brother but he think that the civilians will be madder if grian picks one of them) "or you could save both by swearing to come back to the watchers and never leave."
There is arguing at this point and at some point it is mentioned that the city is watching them which makes Jimmy freak out. He starts looking at all four cameras of the room while muttering to himself. A lot of "no" "he ruined everything" and at the end he says "they shouldn't come" which makes watcher laugh to say "the heroes won't come, or else the city goes up in flames." Looking at X.
"Good thing I'm not a hero." A voice says right before the door to the room burst open with tango standing there in his villain outfit.
Watcher stared at him for a moment before laughing "the mighty flame(or other villain name for tango) returned from the dead? What brought you back?"
"Who's that?" Grian asks
Watcher turns to him "yes you weren't stationed here at the time. He is known for having a final battle with a fellow villain frost(or other villain name for scott) over the hero sheriff before killing all three of them." He turns back to tango who is just ignoring him walking over to Jimmy's cage. "Or just the other two it seems."
Still ignoring him tango melts the bars on the side of the cage, walks into the lava and holds out his arms to catch Jimmy before stepping out of the lava and placing him down. During all this jimmy is apologizing and won't let tango say anything.
Watcher annoyed that Jimmy is free turns to grian "it seems the choice has been taken from you." With that scar's cage starts to slowly lower towards the lave.
Two conversations happen at the same time. Jimmy and tango whispering to each other, and grian starting to say he will join while scar is interrupting him trying to stop him. That is interrupted when Jimmy just shouts "fine!" And turns to the cage before forming golden wings on his back(either the burst from his back or they are made of magic energy but still look golden) and fly up to grab the top of the cage, stopping the decent. As he does that scar(and X) both call out "sheriff?"
Watcher growls before shaking his head "then I will just have to go with plan b" three guns pop down from the ceiling and aim at Jimmy "and wouldn't it be amusing for the city to watch their returned hero die for real?"
Tango takes out one of the guns. Right as they are about to fire "fall" is shouted into the room. Jimmy does so(the bullets going right over his head) and the cage crashes onto an ice platform that had been formed over the lava while everyone was distracted. Tango then takes out the other two guns. And the hologram projector just because he is annoyed watcher tried to hurt jimmy.
Scott(in his villain costume) steps out of the shadows and helps Jimmy off the cage. They three start talking(ignoring everyone else) and Jimmy is just apologizing for ruining everything and says he doesn't want to go back. They calm him down enough for Tango to inform him that no one in the city saw anything after the door exploded. That he took out the camera feed before he entered the room and the only one who saw anything was X because that was a two way feed and watcher would notice.
The three look at the screen to see Xisuma isn't there anymore(he got the call the bombs were taken care of and said he would be coming but the three missed it) they looked at each other before scott asks "plan r?" The other two nodded and the three book it out of the room.
A few minutes later Xisuma and a few other heroes arrive to let grian and scar out. X then asks the two to go chase after them as he wants to talk to the three.
The two head to their house to find the three stuffing what they can into some bags. When Jimmy sees the two heroes he starts to freak out again and says he doesn't want to go back and won't listen to anything they say until grian reveals who he is.
Jimmy calms down and says that they have to leave but he wants to keep in contact with grian. Xisuma arrives them and tells Jimmy he doesn't want to make him a hero again, and would even deny the request if Jimmy asks.
They decide to have a flowing conversation after that where all questions are answered. I can't think of how that will go so I'm just going to tell you the information in bullet points.
*Jimmy is given up for adoption at 6
*when he is 7 he summons his wings for the first time. The foster people can't handle a kid who can fly so hand him over to the heroes. The leader takes him in but immediately starts training him to be a hero and is very strict.
*this goes on till Jimmy is 9 when Xisuma joins the heroes. He is saddened about Jimmy's situation so starts caring for him. Taking up extra training with Jimmy where they just hang out(or at least do fun light training if they have to train), gives Jimmy his food if Jimmy is still hunger after eating his allowed food, buys him food and toys when he can.
*at 10 Jimmy is sent out to deal with villains even if X tries to stop it. Since he is still a kid he fails a lot but leader doesn't care. X starts to work on the same days to help him out which means he fails less(scar joins the heroes and starts helping around this time)
*when Jimmy is 13 Scott(who is 16) arrives in town with the plan to freeze the town. Jimmy is the one who is sent after him which allows them to banter, which turns into talking. Scott is only a villan because his brother forces him to and sees how similar Jimmy is to him. He becomes Jimmy's archenemy and their battles also become a way for Jimmy to relaxe(without Jimmy realizing it)
*when he is 14 tango(who is 14 like jimmy) comes to town. He is a pyromaniac and is setting fires for the fun of it. He is also assigned to Jimmy to take care of and once again the two get along.
*tango and Scott become the only two Jimmy has to deal with. Which would normally mean less work for Jimmy and the two don't know each other so could sometimes accidentally set off crimes three days in a row.
*this goes on for a year until before Jimmy's 15th birthday that the two meet and then start fighting. For a year when one started a crime the other would appear to fight them. Both fighting to be Jimmy's archenemy. Jimmy is not focused more on getting them to stop fighting rather then capturing them.
*after a year the Scott and tango secretly meet and hash out their problems. Finding that they both want Jimmy to relax and how they have things in common so they come up with a plan.
*it takes six months for the two to convince Jimmy to leave the heroes. During that time they are putting on fake battles between the two of them. In the end what convinces Jimmy to leave is them telling him if he stops being a hero they would stop being villains. Meaning stopping being a hero would help keep the city safe.(mostly they wanted him away from leader)
*once they convince Jimmy they stsrt prepping for their plan. It is around when jimmy is 16 that they enact it. The two would start another fake battle that leads to a warehouse, the three would head inside Jimmy telling the cops to circle the building, something that has been done before. They would head down to the basement and through a secret door while recordings and fire and ice machines would make it sound like they were still fighting. Once they were in the secret tunnel tango would cut the recording as Scott was playing(to make it seem like he cut his off) before shouting "if I can't have him no one will" then setting off two sets of bombs. The first takes put the warehouse, the second makes it collapse into the basement. No bodies were found.
(Grian is sad to hear Jimmy went through similar to what he did but thankfull to the others in the room for giving him support)
*the three adjust to only civilian life. Tango and Scott already have their own places to live and Jimmy moves in with Scott. When anyone ask why he doesn't have any papers he says his father was very strict.
*Xisuma says that he wasn't planning to arrest Scott or tango for their crimes. Scott was forced to so that would shorten his sentence and tango never hurt anyone(mostly thanks to jimmy). Also the two had been doing volunteer work(Scott willingly tango begrudgingly from Jimmy's begging) this whole time so X counts that as community service.
*Xisuma also tells Jimmy once he took over the heroes he did the math on how much Jimmy should have gotten paid and made a donation in his name but now also wanted to pay him that back pay as he deserves it.
I don't have much thought of the ending. Probably watcher tries to attack the three because they ruined the plan. The three team up with Scar and grian and capture the leaders of the watchers(meaning everything else would either also get captured or just dissolve)
Mostly because using the information from the first time they assumed the three's powers would be weak(tango was slow to summon enough fireballs to take out all the guns before they shot and Scott only made one ice platform).
In truth a month after their deaths tango and Jimmy where getting figitty from not using their powers so scott found a secluded place and they used them to their heart content. After they were tired but happy so went once a month the that same spot to do it again.
From the constant training(and the fact their powers are opposite so make it hard to use when near each other or doing a fake battle) their powers have only gotten stronger.
For Jimmy that meant he could now give people a copy of his wings that they could fly with. Because of that a rumor started that the ghost of the sheriff helped scar and grian take down the watchers as people saw hot guy with the sheriff's golden wings. Jimmy is more then happy to let the sheriff stay a ghost.

If I can't have him no one can is hella gay Scott but I love that part
