Look, Glinda is never going to go with Elphaba during defying gravity. BUT the big change in Glinda is that she even fuckin considers it. That is how you know she cares deeply--she for just a moment imagines a world in which they can run away together, and that's worth losing everything for her.

And the tragedy is that she's afraid, not that she doesn't believe. She's just too afraid. She regrets it for the rest of her life. I love her so much.
