Again, new to this fandom

But is the reason why Batman has NO META RULE in Gotham is because he doesn't want the villains to feel the need to be meta-resistant while doing their everyday crimes? Is that the canon? Because I'd understand, if I were Scarecrow and I want the people to experience the psychology of fear artificially, I'd make myself more punch-proof to make sure no superpowered costumed weirdo can stop me from my little crimes. So, Batman's only tactic so far is put villains to sleep then cart them off to Arkham, because if he were any more inhuman, the villains would try to step up.

Here's the info on the Batman rumor.

So for a few days now I've heard the Bat has acquired a weapon, Fear Toxic, the first time I heard it I thought it was just thugs having trauma, but the more I heard the more I believed it, it was always the same specific explanation, "a Batman engulfed in flames, as if he could control it", it may just be joke, but the more I hear, the more I believe, and personally am terrified to see what that monster looks like

I'm sending this ask over to Holly and Spence right now!!! That is oddly fascinating and amazingly terrifying, which is part of their specialty.

The Bat controlling flames would be a new one, but I wouldn't remove it from the realm of possibilities just yet.
