If you imagine a fetus at 3 weeks, at this point we have only just seen the first cell differentiation start to happen.
In terms of how much this fetus has a mind, you are much closer to a human with no brain, then you are to a sleeping human which has a brain that just isn't currently awake.
And in general my understanding is it takes a while before the fetus has developed enough to be closer to a sleeping person than a body without a brain.
