Though the Marines would never admit it, the New World truly is its own world. Separate in its own way from the rest of the seas that cover the Blue Planet.
And in its separation, the New World has its own things to say about the pirate called The Rainmaker.
She's notable in both that she's alone on the seas, and also a woman doing so. Sure, she may lead raiders here and there, upon other seas, but in the New World?
She wanders alone. By herself.
Despite efforts to recruit her by other forces.
Never Whitebeard, everyone knows never Whitebeard. Everyone knows that the Rainmaker has the wrong parts for the man to be interested in in any sense of the term. As a lover or a 'son.'
Big Mom? The woman would never trust an alliance not married into, and you'd have to be blind and deaf to the Rainmaker's feelings about marriage overall.
Just ask her about the Divorce, for proof on the matter.
Kaido...with how violent the Rainmaker's said to be, and how the Strongest Beast loves war, one might have thought that a match in heaven! A match in a burning Holy Land, even!
Everyone who's anyone knows about the Arrangement between the Rainmaker and Black Maria too.
But then Red Hair came in and the gamblers, the watchers, were all hitting themselves over it. Because it's clear that they're related. Not only that, but Shanks himself is a momma's boy.
But the Rainmaker didn't do anything for Red Haired Shanks, except be there every once in a while. Probably bugging him for grandchildren, wagging tongues claim.
So the balance held.
At least, until Fire Fist came along. Came along and got himself scooped up by Whitebeard.
And then Rainmaker was everywhere. Bothering Whitebeard's ships in particular. Asking Fire Fist if he wanted her to do something about Whitebeard, of all things!
Crazy woman, to have such gall!
Crazy woman, just as crazy as her newest son apparently, and isn't that something to join the cawing News Coo and gossip of the fishes?
But the eyes are watching. Because who knows what will change now, when a hunter such as the Rainmaker has aligned herself to a rookie far more active than her eldest?
What future awaits?
I like the idea that that the main reason why Mihawk can go anywhere in the grandline and probably almost anywhere in the New World. Is that he is enough of a threat by himself to ward off most attacks, and he's finicky and capricious enough for most to just avoid him on principle. This is especially effective against rookie crews and pirates with any sense and desire to still have a pirate ship and majority of their crew. But also for places in the new world and territories more openly claimed by emperors, the fact that he sails alone makes him just enough of a non-threat for them to not be too bothered about his presence on their islands (probably except their main islands). And don't get me wrong, Mihawk on his own is a huge physical threat, but he's not very much a political one. He sails under no Jolly Roger, he has no crew. He's one man, one man that can deal a catastrophic amount of damage for sure, but one man none the less. And his general disinterest and disinclination for anything that could be considered politics is well known enough that it would be doubtful for him to challenge any claim. He literally doesn't even sail under a Jolly Roger 😭 he's barely a pirate. Plus, he's not affiliated with any other emperors, and even his affiliation with the government is flimsy at best. People know that largely the warlords will do as they please and mihawk pleases to do nothing. The Emperor he is most connected to is Shanks and to most people all they did was fight as rivals.
So all this means that whatever he came to do on an affiliated island would be so relatively politically harmless that it simply would not be worth the lose of life and property to try and force him away. So, effectively, his complete lack of any discernible aim outside of swordsmanship means that he can go basically anywhere. The only islands I think he wouldn't be able to visit are Wano because Kaido would want to fight him on principal, Whole Cake because Big Mom would probably attempt to make him marry one of her kids or worse, herself, and so he might actually have to put up with socialization. And probably Sphinx because no. This, of course, means that (after a round of begging, pleasing, and coercion with wine and through...other means 👀) he can do some very low effort snooping on the competition for a very nosy redhead. Nothing damning it's literally just gossip but Shanks is a busy body and he likes hearing mihawk be catty.
