It happened in Lastonbell during the balcony scene.  But the scene where they’re standing in a grassy field and talking about things they’re gonna do in the future like visit places mentioned in the Celestial Record that you don’t visit in game, like the ice fields, happens in postgame, I think.  You have to go back up to Elysia to trigger it, I think.  My advice is to check constantly with Rose for any hints at new sidequests, and also take a pass through each town to see if there are any quest icons above peoples’ heads. They won’t show up on the map. I only ever got that scene once I had created my first clear file and did some wandering around in it, so I don’t know if there are other triggers. I tend to try to do every single quest possible.
