Who actually runs this city? Or: who would you pick to be in charge of Gotham?
The Mayor is dead. Again. So joins the ranks of, what, half(?) of our mayors who've been killed in office over the past twenty years. At this point there's probably a large number of people who'd be good at the job but don't run for their own health. And probably also a large number of voters who actively vote against upstanding candidates, and for corrupt candidates, in order to give someone else the death warrant (which also explains the number of highly corrupt mayors). All of which calls into question how much long-term Institutional Power a mayor has, and whether a plurality of the electorate wants them to possess the power they officially do.
So I'm curious, what are the opinions of my fellow gothamites?

Reasons for the list (in order of official legitimacy, plus other), and arguments in their favor:
The Mayor: The official, legal option (aside from Governor or President, obviously - but given we've been kicked out of The Union before, well...) Counterargument: See above
Commissioner Gordon: He's the highest ranking official that's definitely not corrupt (working with bat vigilantes aside), and who has been around for more than three years. Possibly holds The Batman's leash, depending on which rumors you take as fact. Counterargument: probably wants to retire again? The 'is a cop' counterargument probably fails here on account of his working to prosecute corrupt cops during his tenure as commissioner.
Bruce Wayne: Unofficial 'Prince of Gotham', and only good billionaire. Let's face it, Wayne Enterprises (and subsidiaries) probably owns a plurality of the city infrastructure, Especially after being the only one to construct and maintain buildings prepared for The Earthquake. Speaking of The Earthquake, he was the one who went to Congress to advocate for us during No Man's Land, while the rest of our rich fucks abandoned the city entirely, and then spent a shitton of money on rebuilding the city afterwards. WE pays for and manufactures our free gas masks. And somehow despite being the biggest employer in the city, also gives a full scholarship to any Wayne employees who want to go to college. That's not even including the various charity funds, clinics, and other safety nets which are Wayne funded. May or may not be funding The Batman. Counterargument: Plutocracy is bad? Supposedly some kind of well meaning idiot savant. (Full disclosure of conflict of interest: I received my full ride scholarship through the Wayne Foundation, and work at Wayne Tech)
The Batman: Is the goddamn Batman(men?). Supposedly, he(?) was instrumental in taking down the old crime syndicates which controlled the city back in the day. Probably the primary reason it is safe to go out at night (depending on where The Batman is(?) during the nightly(?) patrol route) when the crazies are locked away. May be a vampire or righteous bat demon or avenging angel or something. Is the boss(?) of a bunch of other vigilantes(?) who also help patrol Gotham. All of which is to say that The Batman rules the night in this city already. Counterargument: Is(?) a violent vigilante(?), with a history(?) of child(?) endangerment (see: Robin(s?) and Batgirl(s?)).

hot take: i feel like batman could learn something from people like bruce wayne who’s like constantly donating money to people in need and like constantly running different charity events and even running quite a few charities himself
like instead of beating up people you don’t like and throwing them in arkham, work to build up the community, back in black.
i know this will be controversial because a lot of people don’t like bruce wayne very much. which like. i get. the prince of gotham is not perfect, but he does do a lot of good. for gods sake he adopts a new orphan like every couple years.
and before anyone asks: no. i’m not from gotham. i’ve just been going to school here for a couple years (go knights woo!!) but this was just something i’ve thought abt a lot since moving here
