Shadow and Commander Tower's relationship is so funny. They tried to kill each other. One invited the other to meet their grandchild. They are coworkers. They are enemies. They relate to each other more than anyone. They don't talk. They have known each other since they were kids. They are a teenager and an old man. They have the same sister.

Characters who I feel Shadow the Hedgehog would have a lot of things to say to if Sega wasn't so married to Shadow being Aloof And Voluntarily Friendless:

Knuckles (they were each basically born into a purpose and are more-or-less unique)

Surge (built to be a weapon, and Shadow knows what it's like lose all your memories of your past)

Amy (helped talk Shadow down in SA2 -- though, thankfully, they do seem to canonically do things like shopping or attending concerts together, but that's only been mentioned in the less-serious works like Murder of Sonic and the Twitter Takeovers)

Tails (as smart as Eggman; dealt with bullying when he was younger, which Shadow could probably relate to given the bullying he got from Abe)

Gemerl (they were both built by Robotniks, and have made the specific decision to become protectors)

Big (he made Shadow smile when they met in Shadow Generations)

Eggman (he's Shadow's nephew. like just give them something)

Sage, for that matter

Abraham Tower (where do I fucking begin)
