Kamek Did Not Make Bowser As A Big Koopa
There is a "theory" out there that Kamek made Bowser through some means as a hybrid magic created boss to rule the Koopas, and make them do Kamek's bidding as he puppeteer's Bowser. This is not the case.
So as we know from games from the Yoshi's Island games, Kamek is very well capable of leading the Turtle Tribe, and with his magical capabilities he has no need for a puppet to control.
Second, it is established there is a Kuppa monarchy that has been around for awhile, with Bowser being the heir to the throne as the young prince. In addition to, as soon as he is able to he starts taking charge of the Koopa Troop. We also might have seen a picture of Bowser's father before, and we see other members of Bowser's species the Kuppas throught the Koopalings. Kamek himself takes the role of Bowser's caretaker, similar to how Toadsworth did for Peach.
Finally, we have seen a Boss Koopa be created by Kamek's magic before and they don't look anything like Bowser. Aka Hookbill the Koopa who we see is still around when Bowser is an adult in Tetris Attack.

The Mushroom King, Day ??
Bartholomew Bunsen, Small Journal
I don't know where I am. It seemed like earlier this morning I was at the lake in the Silverback Mountains. I met a giant who referred to himself as Hookbill. He looked the part: his nose was large and crooked. The warts and wrinkles suggested he was advanced in years, but by how many I don't know. Their lifespans range from just longer than a human's to multiple centuries. He seemed to know a lot about the land and the mushrooms, which I did not see any sign of. I told him a lot about my work. He seemed really interested.
As I turned to leave, I suddenly felt heavy and passed out. When I awoke, I found myself sitting against the stalk of a massive mushroom. There were several around, and it was dusk. I could see pine trees past the mushroom forest. It seems like I'm near the Silverbacks.
I got the feeling that I was out longer than the afternoon. I had a hard time walking as if I had drunk too much, but I stumbled around the mushrooms anyway. I needed to know where I was. Then I saw it: a door in one of the mushrooms. There was a light coming out of it and an adjacent window. I made it to the door and pounded on it. A horrid creature, someone with the body of a man and the head of a beetle, opened the door. I screamed and fell back. I couldn't run, so I just sat there, awaiting my inevitable fate. Instead of eating me, the creature sighed.
"Hookbill got another one," he said. "At least you got to keep yourself. Come in before it rains."
And that was how I met Bill the Beetle. This is all too much to process. Whatever this Hookbill did to me, it's still coursing through my veins. I need to sleep this off.

There was a steady rain early this morning. When the sun rose, the air was chilly, but the scent! The rain never smelled so good! After a little breakfast, I will begin my trek down to that lake. Maybe those strange mushrooms really take to water. I should be back by afternoon, and the wood should be dried out enough to restart the fire. I have some sausages to look forward to.

The illusion continues to draw men and Jotunn likes moths. A faint light is enough to stir curiosity. Even the rumors of it draw attention! Not long after dawn, a man from the city approached the lake based on hearsay from a park ranger. I much enjoyed conversing with him and was a little sad when I had to put him to sleep. He's a businessman of some kind. Peq'mundo has many folks skilled at crafts but few who work to move things around. He will be an interesting addition to the little world. Since he was so obsessed with mushrooms, I will put him there.
