Well, there was some old Plumm in the Sunset Kingdoms who wed a dragon princess. My grandmama told me the tale. He lived in King Aegon's day.

Did another seven kingdoms meet historical fashion meet subtle rainbow theming pic! Presenting: Women of the Conquest, in early medieval garb!
(Some of them major, some of them mentioned, one of them completely made up because I needed somebody in the Westerlands, we have "Janyce" Tully, one of Lord Tully's three maiden daughters; Princess Meria Martell, the "Yellow Toad" of Dorne; Argella Durrandon, the last Storm Queen; Patrice Hightower; Sharra Arryn; "Darra" Stark, Torhenn's ill-fated daughter; and "Lyla Plumm".)
As per usual, I've got the individual pics queued up, along with more detailed notes about my fashion decisions and inspirations.
Wait-Wait-Wait WAIT— So Aerys the Mad King wanted a Valryian Bride for his son so bad, he sent the Lord and Lady of a Great House across the sea to foreign lands to find one, and then chose Elia Martell because she had "Dragon Blood"- Even Though He Hated the Dornish (even though his Great Grandma Dyanna Dayne and Great-Great Grandma Myriah Martell were BOTH Dornish) and House Martell gets their Dragon Blood from Daenerys the Second.
Except, Daenerys the Second was the cousin to Elaena Targaryen, one generation back; alternatively, she is in the Same Generation as Jon and Jeyne Waters, Viserys Plumm, as well as Robin, Laena, Jocelyn, and Joy Penrose. All of which have passed lineage in Houses that are still around.
So did none of them have children of appropriate age? "Appropriate age", mind you, is just Any Woman who isn't a Baby or 40. So there were no other women in at least 3 Houses (Longwaters/Plumm/Penrose) between the ages of 11 and 35 when Rhaegar was a young man (11-20)?
(And I say at least 3 because Elaena had a few daughters, and their kids/descendants would have just as much dragon blood as the Martells)

House Plumm is a noble house in the Westerlands most famous for the very brief marriage between Lord Ossifer Plumm and Elaena Targaryen.
Well, there might still be a Celtigar descended from a Targaryen woman! There are a lot of female lines we know little about, like the Dragon Twins' children (especially Rhaena's six daughters!), Elaena's children, Daenerys of Dorne, sisters Daella & Rhae, Daenora if she remarried aswell as the ones I'm forgetting from the top of my head. We even have at least two pre-Conquest Targ with Valaena's Targ ancestor and with Gaemon & Daenys's younger daughter who had at least one living (noble) descendant in 101 AC
Oh it's definitely a possibility, just one we don't have solid confirmation on in the current texts. If I had to guess, I think if the Celtigar's have any Targaryen blood, it's either from pre-conquest Targs, or daughter's of female lines marrying into House Celtigar (definitely post-dance for sure). It's true we have no idea what came of the lines of most of the post-dance ladies; Houses Longwaters, Plumm, & Penrose for sure have Targ blood through Elaena, House Hightower through Rhaena, Velaryon still has strong Targ blood through Baela, and House Tarth through either Daella or Rhae, so if any lady of their line from these houses married into the Celtigars, the main series Celtigars, at the very least, might have some Targaryen blood (the chances would be highest with Houses Velaryon, Longwaters, Penrose, & Tarth, since their houses from the Crownlands n Stormlands, close to House Celtigar).
Viserys Plumm being Elaena's mini me, that being why no one could truly confirm Aegon IV was his father. And then Elaena ensuring he marries a Plumm cousin so everyone can be happy and self assured the next generation will have Plumm blood.
Rhaenyra would have been so proud of her.
And Aegon IV being rumored to be Viserys P's father makes sense since in the moment of the conception he was still young and strong, as well as representing some sort of escape for Elaena. (Edit:) I think the rumor started once people wanted to exacerbate Aegon IV's capability of having children and how he benefited from the disregardment of the royal claims of Aegon III's daughters.
And Elaena truly representing the motto of the Plumms is gold: "Come Try Me"

Elaena outlived her siblings and led a tumultuous life once freed from the Maidenvault. Following in Daena’s footsteps, she bore the bastard twins Jon and Jeyne Waters to Alyn Velaryon, Lord Oakenfist. She hoped to wed him, it is written, but a year after his disappearance at sea, she gave up hope and agreed to marry elsewhere. She was thrice wed. Her first marriage was in 176 AC, to the wealthy but aged Ossifer Plumm, who is said to have died while consummating the marriage. She conceived, however, for Lord Plumm did his duty before he died. Later, scurrilous rumors came to suggest that Lord Plumm, in fact, died at the sight of his new bride in her nakedness (this rumor was put in the lewdest terms—terms which might have amused Mushroom but which we need not repeat), and that the child she conceived that night was by her cousin Aegon—he who later became King Aegon the Unworthy. Her second marriage was at the behest of Aegon the Unworthy’s successor, King Daeron the Good. Daeron wed her to his master of coin, and this union led to four more children … and to Elaena becoming known to be the true master of coin, for her husband was said to be a good and noble lord but one without a great facility for numbers. She swiftly grew influential, and was trusted by King Daeron in all things as she labored on his behalf and on that of the realm. The third marriage was one of her own choice, after she fell in love with Ser Michael Manwoody, a Dornishman who had attended Princess Mariah at her court. … Elaena wed Ser Michael, apparently with Daeron’s blessing, not long after her second husband died. Elaena said, in her later years, that it wasn’t his intelligence that made her love Ser Michael, but his love of music. He was known to play the harp for her, and when he died, Elaena commanded that his effigy be carved holding a harp, and not the sword and spurs of knighthood as is common.
