Idk I honestly just had her say what she did in canon without thinking too much about it. I assume that it was healed with the miraculous cure. In my au I think it would make sense if Chloe was referring to what happened in the past, and not that his arm is still broken.

Kind of the interesting thing about Zuko's personal relationships is that they tend to follow a pattern:
Someone is pretty supportive, kind, etc. to him and he really doesn't notice, care, or really reciprocate and kind of takes them for granted
As a result of #1, he eventually does something which completely alienates the person, leading to the relationship collapsing
He eventually realizes that he's fucked up badly and moves mountains to try to make amends and "fix things"
The person forgives him
Zuko returns to his old pattern of relationship and goes back to taking the person for granted, setting the stage for an eventual repeat of #2
I think you could fit most of his relationships in the show to this pattern in one way or another. It's probably mostly the result of his abusive upbringing in some way.

naur I wouldn't say so, there may be fertilisation but any pregnancy would not be successful and would likely self-abort or be resorbed. the very different gestation periods already make it a bit of a nonstarter without getting into the different mineral requirements a sirenian foetus needs to develop properly (lots of silicon)
