I don't believe Jason Todd smokes constantly, I do believe he's the type who started too young, too naive and now keeps stop and coming back from time to time. "I'll stop, I'll stop" he says to Dick every time he gets a dirty look. "This one is the last" he tells Damian and Tim.
They don't believe in him, he doesn't mind.
He has nothing to prove.
He hates the smell but likes the taste.
Truth be told he does believe it give him a level of respect while he's negotiating, while he's intimidating, while he's demading.
It's like the burn of beer and whisky on his throat.
He isn't sure if he likes or not.
All of that.
But he does stop, from time to time.
Still, even if he stops he carries it a lighter with him. Everytime in his right pocket.
He carries with him because he waits to find Roy sometime, some day, somehow.
